To support businesses and individuals in Vietnam which have been impacted by the COVID-19, especially in recent periods, the Government issued Resolution 68/NQ-CP on 1 July 2021. Resolution 68/NQ-CP of the Government is a timely, humane, and people-pleasing decision.

This Resolution implements policies to decrease and postpone contribution payments into a number of Social Insurance funds, provides funding support for businesses, and facilitates allowances for employees, individuals and business households impacted by the COVID-19.
So far, over 15 million workers nationwide have received aid worth 8.4 trillion VND in total under Resolution 68/NQ-CP, apart from more than 2.1 trillion VND for freelance workers and 134,000 tonnes of rice for disadvantaged residents.
Localities in the Southern areas have supported people according to Resolution No. 68 with an amount of money accounting for 72.5% of the whole country.
All provinces and cities under social distancing have issued plans to support people by special policies, suitable for each locality such as workers, lottery sellers, motorbike taxis, street vendors, people without labour contracts…
In order to create the best conditions for people to access and enjoy policies, it is suggested that the authorities should step up the propaganda about this Resolution for more effective implementation.
At the same time, it is necessary to review and grasp the inadequacies during the implementation of the Resolution in order to propose appropriate solutions.
According to the Ministry of Labour - Invalids and Social Affairs, the process of implementing Resolution 68 shows a few regulations that are not really suitable for reality.
Based on the Government's direction, the Ministry of Labour - Invalids and Social Affairs has submitted a report on amending and supplementing Resolution 68 with some notable contents.
