On November 16th, at the Ministry’s Headquarter, Vietnams’s Minister of Labour – Invalids and Social Affairs Dao Ngoc Dung had a cordial meeting with Ms. Thea Lee, US Ministry of Labor’s Deputy Undersecretary for International Labour Affairs on the occasion of the annual dialogue between the two Ministries. Attending the meeting were Leaders from the units under MOLISA, the officials from the US Department of Labour, and representatives from the US Embassy.
At the meeting, Minister Dao Ngoc Dung thanked Ms. Thea Lee and her colleagues who came to Hanoi to participate in the annual dialogue, as well as highly appreciated the cooperation and support of the US Ministry of Labour for Vietnam’s Ministry of Labour – Invalids and Social Affairs.
The Minister emphasized that the Dialogue’s resumption was a good activity. The two sides should maintain this Dialogue. Recently, in Geneva, a Dialogue relating to children affairs was taken place successfully. He said that the Dialogue is the progress activities that should be implemented.
Minister Dao Ngoc Dung also expressed that the opinion of Vietnam about the Dialogue was the two sides should discuss transparently, and openly with the goal of finding out the issue should be adjusted.
Minister Dao Ngoc Dung shared with the representatives from the US Department of Labour about the changes in state management in the field of labour, and social affairs in Vietnam, especially, the Labour Code (amended) 2019, and Vietnam has ratified 7 Core Conventions of International Labour Organization (ILO).
In 2023 – 2024, Vietnam will amend Law on Social Insurance and Law on Employment. Minister said that, together with Labour Code, these are 2 laws playing a key role in current system of labour-employment in Vietnam. The Minister recommended the US to support Vietnam in policy reference, supporting the legal framework to complete the amendment of these laws.
Representatives of the two Ministries agreed with continuing to implement the annual activity of Dialogue on labour.
The Minister also informed, Vietnam’s Government has planned on renew and completing law on labour and human resource development, and considered this plan as one of the strategic breakthroughs to develop socio-economy in the context of Vietnam have integrated increasingly deeper and wider into the world economy.
The Minister hoped that the two sides will open the cooperation on the base of the continuing implementation of the current technical support programs, namely, improving the capacity of enforcement of the law on labour, and building the harmonious, stable and progressive industrial relationship. Especially, the cooperation activities should focus on the priorities of Vietnam in the forthcoming time, such as, the development of the high-quality human resource; renewing the system of social insurance, developing labour market.
Ms. Thea Lee thanked Minister Dao Ngoc Dung for the warm welcome. She highly appreciated the cooperation programs between the two Ministries. She hoped that the meeting will promote the cooperation relationship between the two sides in the field of mutual interest.
She highlighted the active progress of Vietnam in improving the labour legal, especially, Vietnam National Assembly passed the Labour Code 2019, ratified and implemented many important Convention of ILO.
She said that the US committed to continue promoting cooperation with Vietnam in the concentrated fields, including the field of industrial relations, improvement of the National capacity of prevention and eliminating child labour, support children who were affected by the Covid 19 pandemic...
At the meeting, the two sides believed that active cooperation will bring benefit to all Vietnamese labour, enterprises as well as the US enterprises who are investing, cooperating, and operating in Vietnam
