Minister Dao Ngoc Dung: innovating and improving vocational education quality towards opening and flexiblity

 On April, 22th, 2021, in Hanoi, Ministry of Labour – Invalids and Social Affairs held the Signing ceremony on Working Cooperation between Directorate of Vocational Education and Department of Employment. Attending the event were Minister Dao Ngoc Dung, Deputy Minister Le Tan Dung and Deputy Minister Le Van Thanh.

The Directorate of Vocational Education and the Department of Employment agrees with the building the Cooperation Program in the period of 2021 – 2025, in order to enhance the cooperation between the two sides in implementation of the policies on vocational education and employment; improve, contribute the new value, develop the status and role of the two sides.
As well as, the cooperation program also improve the quality of vocational education, employment and control effectively the rate of unemployment in Vietnam’s labour market, and contribute to improve the labour productivity and the national competitiveness in the new context.
In the speech at the event, Minister Dao Ngoc Dung emphasized that it was the first time the two units had deployed the tight and methodical cooperation program. The Minister welcomed and appreciated the leaders of the two units who have actively discussed and promoted the work as foundation in the fields of vocational education and employment.

Minister Dao Ngoc Dung said that one of the major tasks of the next 5 years is to change skills for employees towards sustainable inclusive development with 3 basic pillars: labour skills, decent work and sustainable social security. It is necessary to raise the rate of trained workers to 70-75%, of which the rate of certificates and diplomas reaches 30% (by the end of the 2021-2025 term) to 40% by 2030.
The Minister also emphasized the task of focusing on improving the quality of human resources, rapidly shifting the labour structure, especially in rural areas; reducing the proportion of workers in the informal sector. To establish a contingent of skilled workers, contributing to improving the national competitiveness, and closely linking between training and demand of using labour.
According to Minister Dao Ngoc Dung, the integration of vocational education and employment is an inevitable requirement and requires us to innovate in the next 5 years.
To achive these goals, Minister Dao Ngoc Dung asked the Parties to perform the main tasks: Promote communication, raise awareness for parents, learners, the society. Focus on building the system and forecasting labour supply and demand in this term. At the same time, closely link training with job creation, effectively using the training fund for job transfer and the two sides should be decisive in digital transformation.
