Orientation and approaches to the development of vocational education and training strategy 2021 - 2030


Vietnam is striving to have its vocational education with the same level of ASEAN-4 countries by 2030, and reach the level of G20 countries by 2045. This is the goal set out at the seminar on the development of vocational education and training strategies in the 2021-2030 period held in Hanoi on June 16.

Vietnam has integrated deeply into the world with many new generation free trade agreements. There would be a clear change in labour demand as a result. High-quality labour will replace unskilled workers. However, the current situation shows an opposite result with the proportion of trained workers being too low, making up only 21.9% in 2018.

The Conference was held in the context of many opportunities and challenges with vocational education which required the vocational education of Vietnam to innovate, flexibly and effectively adapt with the changes, respect to high quality training, approaching to the international, regional standard, as well as, ensuring easy to access for people and meet the demand of lifelong learning requirment. Therefore, it needs of participation of all political system. Thus, to implement that target, it is essential to build a strategy on developing vocational education towards reaching the labour market.

The Conference was an opening forum in order to discuss, share, analyze and step by step determine the opinion, target, orient for building the Strategy of vocational education and training development for the next stage. At the Conference, the participants also focused on skill supply-demand on the current labour market and the issues for the work of forecasting the demand of manpower with vocational education in the period 2021 - 2030.

By 2030, vocational education needs to forecast demand in skilled workers in terms of fields and training levels to improve the efficiency of training.

Given that, the Prime Minister has signed Directive No. 24/CT-TTg on promoting the development of skilled labour force as a way to improve labour productivity and increase national competitiveness in the new situation. The Labour Code No.45/2019/QH14, at Chapter IV Vocational Education and Vocational skilled Development opened many issues beyond the Law on Vocational Education such as vocational training, vocational practice, training, retraining, fostering, developing the skilled for labourers. Together with the period of golden population, this is the golden chance for vocational education to develop both quantity and quality.
