Minister Dao Ngoc Dung receives Ambassador – Head of the Delegation of the European Union (EU)


On the afternoon of June 08th, 2020, a the Ministry’s Head office, Minister of Labour – Invalids and Social Affairs Dao Ngoc Dung had a cordial meeting with Mr. Pier Giorgio Aliberti, Ambassador – Head of the Delegation of the European Union (EU) to Vietnam on the occasion Vietnam’s National Assembly has just voted to ratify the EU – Vietnam Free Trade Agreement (EVFTA), EU – Vietnam Investment Protection Agreement (EVIPA) and ratify the Convention No. 105 of International Labour Organization (ILO) on Abolition of Forced Labour.

At the meeting, Mr. Giorgio Aliberti highly appreciated the meaningful and important milestone of Vietnam’s NA passed the two Agreements for the benefit of people and businesses of both EU and Vietnam. The Ambassador also highly appreciated Vietnam’s NA adopted a resolution on June 8 ratifying Vietnam’s membership of the Convention on the Abolition of Forced Labour, known as Convention 105. He said that this Convention has reaffirmed the consistent direction of international integration of Vietnam. The Ambassador said that ratifying the Convention No.105 in this working session, next to the ratifying of the Convention No.98 on the Right to Organize and Collective Bargaining in the working session in June, 2019 of Vietnam’s NA has showed the uninterrupted and persistent effort of Vietnam towards ratifying the basic convention of ILO – one of the important commitment in EVFTA.



At the meeting, Minister Dao Ngoc Dung highly appreciates the cooperation of the Delegation of the EU and MOLISA for the past time, especially in the work of preparation for EU’s Parliament ratified EVFTA and EVIPA in February, 2020. The Minister recalled the importance of Chapter No.13 on Trade and Sustainable Development in EVFTA, in which, both Vietnam and EU committed promoting commerce as well as ensuring social security, ensuring the legal right and benefit of labourers in accordance with the spirit of conventions of ILO, which Vietnam and all EU’s countries are member.
At the meeting, Minister Dao Ngoc Dung also informed to the Ambassador about MOLISA has cooperated with the relating ministries, sector to build the drafts and submit to the authorities in order to issue 22 document guiding the implementation of the Labour Code, including 14 decrees, 01 decision of the Prime Minister and 07 circulars. In which, 16/22 draff of documents has announced on portal to collect the comments of people and businesses. Despite of difficulty caused by Covid 19 pandemic, the Ministry still desired to complete that documents in order to issue timely in the year of 2020 ensuring the Labour Code officially takes effective from January, 2021 in accordance with the route, said the Minister.
The Ambassador appreciated that effort and said that the implementation of the Labour Code (amended) in accordance with the route has been the contribution into effective deployment of the commitment on labour in EVFTA.

Minister Dao Ngoc Dung and Ambassador Giorgio Aliberti agreed that MOLISA and the Delegation of EU would enhance the cooperation in the field of labour, employment, human resource development, especially, the high quality human resource to meet the requirement of both Vietnam’s businesses as well as the foreign business investing to Vietnam, including many businesses from EU. This is one of the important factors to improve the efficiency of commerce and investment under EVFTA and EVIPA.
