Vietnam – Federal Republic of Germany open comprehensive cooperation on labour and social affairs

In the framework of the official visit to General Federal Germany, on September 26th, Minister Dao Ngoc Dung and the Delegation of Ministry of Labour – Invalids and Social Affairs of Vietnam had a meeting with Ministry of Labour and Social Affairs of Federal Republic of Germany. Mr. Rolf Schmachtenberd, Permanent State Secretary at the Federal Ministry of Labour and Social Affairs had a cordial meeting with the Delegation.

At the meeting, Minister Dao Ngoc Dung said that Vietnam has been the developed country which having a plentiful labour force, however, to avoid the average income trap, Vietnam should improve the quality of human resource training, one of the 3 important pillars (economy, society and environment) for the sustainable developed country.

“We are carrying out 3 major vocational projects and getting many positive results, including a joint program between Germany and Vietnam in the field of vocational education. In recently, annually, Vietnam sent average 150,000 workers to work abroad, including thousands of nurses to work in Japan, Germany, Czech ... ", Minister Dao Ngoc Dung said.

About the process of signing the two Conventions No. 87 and 105 of the International Labour Organization (ILO), Minister Dao Ngoc Dung said that Vietnam has so far joined 24 International Conventions, including 6 Basic Conventions. In the 7th Working Session of the 14th National Assembly in June 2019, the National Assembly adopted the Resolution on ratifying Convention No. 98 of the International Labour Organization on the Application of the Principles of the Right to Organizing and Collective Bargaining, with 452/452 deputies approved, equal to 93.39% of the total number of National Assembly deputies.
The Labour Code (amended), being reviewed by the National Assembly, the basic contents of Conventions No. 87 and No.105 will be included in the Code. Convention No. 105 will be submitted to the National Assembly for consideration in May 2020, and Convention No. 87 will be submitted to the National Assembly as soon as possible.
Minister Dao Ngoc Dung proposed the Ministry of Labour and Social Affairs of Germany to support and transfer the vocational training curriculum and certification recognition in order to create conditions for improving quality of vocational education and employment in both countries. The Minister suggested that the Germany’s partners create more conditions for Vietnamese nurses and support technology for Vietnam in implementation of Chapter No.13 of the Vietnam-EU Trade Agreement.
Permanent State Secretary Rolf Schmachtenberd said that Germany has always readied to expand comprehensive cooperation with Vietnam. Mr. Schmachtenberd suggested that, in order to expand cooperation in the coming time, the two ministries would consider on updating the Memorandum of Cooperation between the two ministries in 2013, signing a new memorandum of cooperation on vocational education and receiving employees in early 2020. This proposal was approved by Minister Dao Ngoc Dung and the Minister assigned functional units of the Ministry to prepare for the signing as soon as possible.
During the visit to Germany, Minister Dao Ngoc Dung and the Delegation visited and worked with the Vietnamese Embassy to Berlin. In the Visit, the Ambassador Nguyen Minh Vu informed about the situation of cooperation between Vietnam and Germany.
