Minister Dao Ngoc Dung receives Head of Representative of the United Nations Children's Fund in Vietnam

On August 20, 2019, at the headquarters of the Ministry of Labour - Invalids and Social Affairs, Minister Dao Ngoc Dung had a cordial meeting with Mrs. Rana Flowers, Chief Representative of the United Nations Children's Fund (UNICEF) in Vietnam. Attending the meeting were representatives of Leadership from Department of International Cooperation, Department of Child Affairs, Department of Social Assistants and representatives of related units.

Welcome the Head Representative of UNICEF Viet Nam to work at the Ministry, Minister Dao Ngoc Dung thanks UNICEF Vietnam for the support and accompany for the past years. The Minister says that Vietnam always consider UNICEF as a friend and companion in the care and protection of children

Speaking at the meeting, Mrs. Rana Flowers thanks the Minister for this meeting. She appreciates the long-term relationship,the trust between UNICEF and Ministry of Labour - Invalids and Social Affairs for many years. Although she has just received the new position, she has realized her responsibility to contribute to help Vietnamese women and children. UNICEF wants to help disadvantaged groups, ensure equality and reduce inequality for women, children and disadvantaged groups. At the meeting, the UNICEF's Head Representative in Vietnam hoped that in the period of 2021 - 2030, Vietnam will mainstream strongly the indicators related to children into socio-economic development objectives. UNICEF wishes to cooperate and provide technical support to MOLISA and the Department of Labour - Invalids and Social Affairs to mainstream these indicators from the central level to the grassroots level. She expects the support of the Minister to promote the review of the results in the implementation of the national program on children in the period of 2012-2020 and develop a new plan for 2020 - 2030 in the direction of developing National strategies about children in a comprehensive method.
She also appreciates the coordination mechanism of the National Committee for Children of Vietnam for Vietnam's ministries and agencies on issues related to children and children's rights. UNICEF wishes to cooperate and provide technical support to strengthen strategic dialogue in the spirit of building up for the Vietnam National Committee for Children. At the meeting, Ms. Rana Flowers proposes on strengthening human resources, the capacity of social work force, a team of professionally trained and qualified at the local level to work on prevention and solution the cases of child abuse. UNICEF wishes to cooperate with the Government to have an interdisciplinary approach to child protection issues, as well as to strengthen and build a Vietnamese child protection system. At the same time, she hopes UNICEF and the Ministry of Labour - Invalids and Social Affairs will work together to agree on priority activities in the coming time.
Especially in this meeting, UNICEF’s Head Representative in Viet Nam also presents some key activities in the celebration of the 30th year of Convention on the Rights of the Child, and the celebration will take place on worldwide on November 20, 2019. In the framework of the 30th anniversary of the Convention on the Rights of the Child, Vietnam is one of six countries have been invited to the UN’s Summit on Children’s Right in New York in September and have given the speech as the first country in Asia and the second country on the world ratifying the Convention on the Rights of Children. She hopes the Minister will support these activities and will help UNICEF in organizing this event to celebrate this significant event.

Sharing at the meeting, Minister Dao Ngoc Dung believes that with experiences, energy and enthusiastism, the UNICEF’s Head Representative will make important contributions in her term in Vietnam. The Minister emphasizes that Vietnam is one of the country love the child most. Vietnamese people always give children the best things because "children today, tomorrow's world". The Minister also shares that Vietnamese children have been living in a peaceful society, living in a relatively healthy environment, they are protected, cared for and facilitated to develop, therefore, Vietnamese children grow better and better as well as the society also gives children the best thing. However, Minister Dao Ngoc Dung also pays attention to some issues. Firstly, children should further attention and understanding of their rights, and they will be able to protect themselves and raise their voice about children rights. Secondly, the traditional lifestyle and civilization has also affected to the method of raising children of families. Thirdly, the Minister also mentioned a part of children in difficult circumstances, human trafficking, violence and abuse.
The Minister says that recently, the National Assembly has decided to implement the highest monitor of the situation of child abuse and violence against children and the result will be announced in the National Assembly in this November. Currently, there are many activities of child protection such as National Hotline 111 and agencies protecting children's rights, therefore, the child issues have been process quickly. However, these issues should be drastically concerned and resolved.  Vietnam has various forces working related to children's issues, but the coordination and the responsibilities of each agency are not clear, in the coming time, the Minister emphasizes the necessary to build the environment for all children can comprehensive develop. It contains both protection and development for all children; to pay attention to the program of injury prevention, reduce mortality due to traffic accidents and drowning; to prevent violence against children and child abuse, defining schools and families are two special environments that need to be concerned, strengthening attention to ethnic minority children, anti-child marriage ...
The Minister affirms that the year of 2020 will be chosen as the year focusing on issue of children. About the recommendations of the UNICEF's Head Representative, the Minister fully agrees and proposes that the work of completing the legal system as an important foundation for implementing the objectives. The Minister wants UNICEF to provide technical assistance, improve capacity, and professionalize the team of staff working in children affairs.
To response the 30th anniversary of the Convention on the Rights of the Child, Minister Dao Ngoc Dung fully agrees with UNICEF's activities. The Minister said that UNICEF and Ministry of Labour - Invalids and Social Affairs will work together to implement the activities with the best way. The Minister hopes that UNICEF will continue to coordinate with the Ministry of Labour - Invalids and Social Affairs' units in the coming time. The Minister absolutely agrees with Mrs. Rana Flowers on action for a future of the young generation in Vietnam in particular and the world in general. The Minister hopes that UNICEF, as the closest friend, companion, sharing with Vietnamese children will always actively support Vietnamese children.
