Efforts to enhance the signing and ratification of Vietnam – EU Free Trade Agreement

On May 13th, 2019, in Hanoi, Deputy Minister Doan Mau Diep had a bilateral meeting with Mrs. Madeleine Tuininga, Head of Unit on Trade and Sustainable Development, Directorate-General for Trade of the European Commission on the occasion of the Delegation participating the meeting of Mixed Commitee for cooperation and Partnership Vietnam – EU (CPA). At the same day, Deputy Minister Doan Mau Diep and Mrs. Madeleine Tuininga co-chaired the round-table on the labour issues in Vietnam – EU Free Trade Agreement (EVFTA).

At the meeting, Deputy Minister Doan Mau Diep highly appreciated the cooperation of EU and Vietnam in the field of labour and social affairs for recently, including: Completing law on labour, labour market developing, social security, preventing human trafficking and especially, in process of amending the Labour Code 2012, submitting for the ratification of Convention No.98. “ The working visit of Mrs. Madeleine Tuininga and the Delegation has an important meaning in boosting the process of signing and ratification  of EVFTA”, said Deputy Minister Doan Mau Diep.

Mrs. Madeleine Tuininga highly appreciated the bilateral efforts for recently. She said that the process of signing and ratification the EVFTA has been enhanced, especially since the official visit of the Leader of Vietnam to EU’s Countries; the discusses of the Ministerial level and technical level delegations between Vietnam and EU. These event revealed the high effort of both sides in promoting signing and ratifying EVFTA. She believed that EVFTA would be signed and ratified soon.

One of the effort promoting this process is the roundtable on labour issues in EVFTA which held on May 13th. The Roundtable aimed at sharing the detailed information on the efforts in enhancing the process of signing and ratifying EVFTA.

Addressing the Roundtable, Deputy Minister Doan Mau Diep said that promoting the process of signing and ratifying EVFTA, MOLISA has managed to establish the working team of Free Trade Agreement in 2018 and held seri of the workshop aiming at sharing information, improving awareness on the labour commitment of Vietnam in the Free Trade Agreement for the relevant unit of Vietnam in 2018; send technical delegation to EU sharing and discussing on the issue relating on implementing the program of Trade and Sustainable Development of EVFTA; as well as building the profile for submitting to ratify the Convention No.98 and amending Labour Code. 
Mrs. Madeleine Tuininga judged Vietnam has approached the Agreement with its construction and effectiveness so it can be implemented in the future. “We will try to make progress in the future. We will meet other Vietnamese ministries related to labour and Labour Code to review the issues relating to this Agreement in order to ensure compliance with ILO guidelines and requirements on labour and social affairs. jobs, helping businesses fulfill their commitments ”.
Mr. Chang Hee Lee, Director of the ILO Vietnam affirmed that EVFTA focusing on labour and environment would ensure sustainable labour development. The agreement has common interests, overcomes common goals. Vietnam has also made political moves and commitments at the highest level to implement trade conventions and EVFTA. One of the meaningful activities, contributing to the joint efforts is the process of promoting the ratification of the Convention 98 and amending the 2012 Labour Code in Vietnam.
At the talks, besides updating the process of promoting and signing EVFTA by both sides, the participants exchanged of information on the process of ratification of the Convention 98 and amending the Labour Code, preparing for the implementation of EVFTA after approval.
