Enhancing cooperation between Vietnam and Japan in the field of human resource development


To contribute to further promoting cooperation between Vietnam and Japan in the field of human resource development, on March 14th, 2019, in Hanoi, Ministry of Labour – Invalids and Social Affairs (MOLISA) of Vietnam and Chiba Prefecture’s Authorities, Japan signed the MOU on human resource. The MOU set up the cooperating framework between the two sides in the field of human resource including: dispatching and receiving engineers, technicians, skilled trainees, specified labour, vocational students in the mutual interested fields of the two sides.

Attending the signing ceremony, MOLISA’s representatives were Deputy Minister Doan Mau Diep; Mr. Tong Hai Nam, Director General of the Department of Overseas Labour; Mrs. Cao Thi Thanh Thuy – Deputy Director General of the Department of International Cooperation; Mr. Le Manh Hung – Deputy Director of Center of Overseas Labour. Chiba Prefecture’s Authorities were Mr. Kensaku Morita- Governor of Chiba Prefecture, the Leaders and officials of Chiba Prefecture;  representatives of the companies from Chiba Prefecture.

Addressing the Signing Ceremony, Deputy Minister Doan Mau Diep said that: Japan always is the leading importance partner in the field of economy, commerce and investment of Vietnam which has many importance contribution into the development of socio-economic of Vietnam. In that context, developing human resource has been one of important pillars in the cooperation between the two contries. In 2012, total Vietnamese people in Japan was more than 50,000 people and to June 2018, this number has increased to 300,000 people, increase 6 folds during 6 years.  In which, the skilled trainees are more than 140,000.

According to Deputy Minister Doan Mau Diep, the labour quality of skilled trainees and workers from Vietnam has always been highly appreciated. The number of hundred thousands people going to Japan to study and work really is the lively  symbol of the bilateral benefit cooperation relationship development of the two countries. This will be the valuable estate, the bridge for the relationship of the two countries in next decades.

He believed that, on the base of this MOU and the tighly cooperation between the two sides, there would be many young Vietnamese people having a chance to go to Japan to work and study. When coming back home country, they can contribute enhancing the economy of Vietnam, as well as buidling the relationship between the two countries.

Mr. Kensaku Morita – Governor of Chibe Prefecture thanks Deputy Minister Doan Mau Diep for the solemn reception. He informs that there are 54,000 foreign workers living and working in Chiba Prefecture, including 14,000 Vietnamese people. Chiba’s enterprises always appreciate Vietnamese workers for their hard work and diligence. That is reason of Chiba Prefecture is implementing policies and programs to support Vietnamese workers who are working in Chiba Prefecture, in order to help workers feelling comfortable and finding joy when living in the prefecture.

Mr. Kensaku Morita said that the signing of the MOU on Human Resource Development between the MOLISA, the Authorities of Chiba and Japan is one of the contents opening the cooperation between Chiba Prefecture and Vietnam in the near future.
