Minister Dao Ngoc Dung receives the Director of ILO Viet Nam


On December 13, 2018, at the Ministry Headquarters, Minister of Labour – Invalids and Social Affairs Dao Ngoc Dung had a cordial meeting with Mr. Chang Hee Lee, Director of the International Labour Organization (ILO) in Vietnam. Attending the meeting were Leadership representatives from the Department of International Cooperation, the Department of Social Insurance, the Legal Department and the Department of Labour Relations and Wage.

Discussing with Minister Dao Ngoc Dung on the preparation of the 100th anniversary of the founding of the International Labour Organization (ILO), Mr. Chang-Hee-Lee hoped that in the coming time the two sides would cooperate to implement a number of activities namely: Inviting the senior leaders of the Government of Viet Nam and the Minister to attend the 100th anniversary of the founding of the ILO in Geneva; Organizing the forum on Labour Vietnam to integrate into international; Organized a big workshop celebrating the 100th anniversary of the founding of the ILO, and celebrating the birthday of President Ho Chi Minh ....

Answering Mr. Chang-Hee Lee, Minister Dao Ngoc Dung highly appreciated the relationship as well as practical cooperation activities between ILO and MOLISA in the field of labour, employment recently, as well as the Minister highly appreciated ILO's cooperation in the process of coordination between the two parties. At the same time, the Minister also assigned the relevant focal point units under the Ministry to coordinate with ILO  in supporting and preparing the event.

On the revision of the Labour Code, the Minister highly appreciated the support of ILO during the drafting of the amended Labour Code, especially the new contents included in this Labour Code concerning to employee's organization, employee relations, Labour relations to conform to ILO conventions and international commitments in new generation FTAs. "This is a new content," he emphasized. "Therefore, Vietnam needs to adjust parallel with in implementation in order to adapt to new trends in line with global trends and ensure the stabilization of political security and ensure the investment environment in Vietnam. However, first at all, the policies will ensure the legitimate rights and interests of labourers and enterprises...

About the study to submit for ratification of the ILO conventions, especially the Basic Convention, the Minister also thanked the cooperation from  ILO in the study of the ILO Conventions, in particular the Basic Conventions. The Minister Dao Ngoc Dung also stated that the goal setting up was to submit to the National Assembly for the ratification of the Convention No. 98 on Collective Bargaining in May, 2019…The Minister also shared with Mr. Chang-Hee Lee two days ago, the Ministry of Justice held the workshop on  appraisal the content of Convention No 98 and in general, the opinion are very supportive of the ratification of this Convention. Convention No.98 is also consistent with the orientation of the Central Resolution No.27 said that wages will be determined by the market mechanism through negotiation between employees and employers.
