Signing cooperation on labour, employment and social security between Vietnam – Bulgaria


On November 27th, 2018, in the official visit to Bulgaria, the Delegation of the Ministry of Labour – Invalids and Social Affairs led by the Minister Dao Ngoc Dung signed the cooperation agreement with the Ministry of Labour and Social Security of Bulgaria. The agreement based on the cooperation commitment between the two countries' Governments on the dispatching Vietnamese Labour to work in Bulgaria.

In recent years,   Bulgarian Government has introduced corrective policies to increase the efficiency of the labour market in the country. Opening up of the labour market has created conditions for foreign workers, including Vietnamese labourers. It is known that in the year 2018, 37 Vietnamese workers were licensed to work in Bulgaria. Bulgarian employers appreciate the quality and skills of Vietnamese workers based on the quality of Vietnamese workers who worked in the country. Currently, about 150,000 Vietnamese workers work abroad each year, in which the spreading of the European market is paid special attention by the Ministry of Labour -Invalids and Social Affairs.

According to the Department of Overseas Labour, in the Bulgarian market, Vietnam can supply 50,000 workers in six sectors: construction, textiles, hi-tech agriculture, nursing. Thus, the signing of an agreement between the two Ministries of labour has launched the cooperation in labour, including labour export and vocational training.

During the official visit to the Republic of Bulgaria, Minister of Labour - Invalids and Social Affairs Dao Ngoc Dung and his delegation visited some of the Human Resource Training Centers of the Republic of Bulgaria.

In 2017, Vietnam's labour export reached 135 thousand people - the highest number so far. In 2018, the Ministry of Labour - Invalids and Social Affairs (MOLISA) set a target of dispatching 110,000 labourers to work overseas, while maintaining a number of traditional markets such as Korea, Japan and Taiwan (Chinese)… In addition, the Ministry also studied and negotiated the signing of labour cooperation agreements with some new markets such as Israel, Kuwait, Rumania and Bulgaria.

According to the content of this agreement signed between the Ministry of Labour - Invalids and Social Affairs and Ministry of Labour and Social Policies of Bulgaria: The parties acknowledge the common interest in establishing the active and long lasting cooperation in labour and social policy, based on the spirit of cooperation and the desire to develop the good relations in order to promote the mutual respect and trust.

The cooperation including 12 contents: labour law; Activities related to active employment policies for disadvantaged groups in the labour market; Retraining for employed and unemployed persons; Social protection and social assistance for vulnerable groups; Preventing illegal employment; Integration policies for people with disabilities, the forms to ensure the environment for people with disabilities to access good employment; Preventing discrimination and gender equality; Occupational safety and health; Migrant workers; Income policy and measures to combat poverty and social exclusion; Developing social security and retirement systems; and other areas agreed between the two parties.
