Minister Pham Thi Hai Chuyen welcomed and worked with the new Ambassador of South Korean in Vietnam


On the afternoon of September 4, 2013, at the headquarters of the Ministry of Labour - Invalids and Social Affairs, Minister Pham Thi Hai Chuyen had a meeting and working with the Ambassador Extraordinary and Plenipotentiary of the South Korea in Vietnam, Mr. Jun Dae Joo. Also joining the meeting and working with the ambassador there were the representatives of the Department of International Cooperation, Directorate of Vocational Training, Department of Employment, and Department of Overseas Labour.

     At the meeting, the Minister Pham Thi Hai Chuyen congratulated Mr. Jun Dae Joo for his new position in Vietnam. The Minister hoped Mr. Jun Dae Joo will coordinate closely with the MOLISA to promote co-operation in the field of labour and social affairs between Vietnam and the South Korea. At the same time, the Minister Pham Thi Hai Chuyen also informed Mr. Jun Dae Joo the fields of cooperation that has been boosted in recent years: dispatching Vietnamese workers to work in Korea, safety labour, vocational training, social security, gender equality.
     The Minister exchanged, at the meeting between the leaders of the Vietnamese Ministry of Labour - Invalids and Social Affairs and representatives of the Korean Ministry of Labour and Employment in the framework the visit of Deputy Prime Minister Nguyen Thien Nhan (late August 2013), the two sides has agreed the two ministries will sign a new cooperation agreement with the presence of President of Korean Park Geun-hye's on the occasion of her upcoming visit to Vietnam (scheduled from 7 - 09.09.2013); In which, a number of new areas of cooperation will be further expanded as:labor management issues and promoting sustainable employment aimed at establishing long-term partnerships and further expansion of cooperation in the comprehensive the field of labour and social affairs.
     For the matter the Vietnamese employees who are illegal residence, illegal working in the South Korea after ending the labour contract, the Ministry of Labour - Invalids and Social Affairs in collaboration with the relevant agencies gave the solutions to resolve this situation because of that number is increased in the recent years. There are two measures that the Vietnamese Prime Minister approved: firstly, amendment of laws & policies to increase fines for labourers of expire contracts but not return home and escrow provisions with employees going work in Korea; secondly, and establishment of the office in charge of Vietnamese labour administration in South Korea to manage workers of the EPS program. Therefore, Vietnam proposed South Korea to continue coordinating and sharing experience with Vietnam in the implementation as well as providing the most effective solutions, especially support for labourer to reintegrate community and find a new job after returning home.
     On the issue of employment - labour market information, the Ministry of Labour - Invalids and Social Affairs hoped that South Korea will continue to organize exchanging activities, learning experiences between the two sides in implementation work of employment law, the labour market and unemployment insurance. Specifically, connectivity support, building short-term training programs to enhance the capacity of the employment introduction centers in Vietnam and technical assistance to improve the capacity to analyze, predict and labour market information…
     Speaking at the meeting, the Ambassador of South Korean Jun Dae Joo expressed his pleasure to receive duty in Vietnam. He said that he will try to contribute to foster the relationship between Vietnam and South Korea. For the cooperation with the Ministry of Labour - Invalids and Social Affairs, he pledged to continue close cooperation to promote this relationship, while trying to solve the problem of Vietnamese illegal labourers in the South Korea.
