Deputy Minister Nguyen Trong Dam chaired Regional Conference on Social Security


In two days 6-7/5/2013, in Hanoi, the Ministry of Labour, Invalids and Social Affairs in collaboration with the Federal Ministry of Economic Cooperation and Development of Germany (BMZ) and the German International Cooperation (GIZ) organized a regional conference on social security. Attending the meeting were Deputy Minister of Labour - Invalids and Social Affairs Nguyen Trong Dam, Deputy General Director of Vietnam Social Insurance Do Thi Xuan Phuong, Mr. Meyer - Wiefhausen, German Deputy Ambassador in Vietnam, Mr. Andreas Schneider, Vice the Director of the German International Cooperation (GIZ) in Vietnam and numerous representatives from Cambodia, Philippines, Indonesia.

     The conference aimed to provide a forum for discussion between the managers and the senior leadership of the agencies in charge of social security at ministerial level, the organization / agency of health insurance and pension insurance, as well as academics from Cambodia, Indonesia, the Philippines and Vietnam on the current challenges in the field of social security in Southeast Asia.
     In addition, the conference also aimed to improve professional network between Southeast Asia with experts and managers from Germany, by creating a forum for interdisciplinary dialogue.
     Speaking at the conference, Deputy Minister of Labour, Invalids and Social Affairs Nguyen Trong Dam emphasized issues to ensure Social Security has always been the policy, major orientations of Vietnam. Vietnam has been implementing a system of policies and programs to ensure social security for all citizens through the provision of basic social services in health, education, clean water, sanitation, food, housing, legal and social protection.
     Vietnam now has more than 40 policies and programs to ensure social security for people, which focus priority for vulnerable groups (the poor, ethnic minorities, children in difficult circumstances, people with disabilities ...).
     According to Mrs. Do Thi Xuan Phuong, Deputy Director of Vietnam Social Insurance: policies of social insurance and health insurance are two important pillars of the social security system which contribute to the advancement of social justice and ensure social stability and economic development. In 2012, Vietnam has about 10.5 million people participate in social insurance, more than 8 million participate in unemployment insurance and more than 60 million in health insurance (76% of the national population). The goal is by 2020, Vietnam will have 50% of employees participate social insurance and 35% of employees participate unemployment insurance, more than 80% of the population covered by health insurance.
     The participants of the conference, said that in the context of globalization and demographic changes around the world, the efficient operation and sustainability of the social security system is becoming more important. Also, the staff at training institutions in Vietnam should be strengthened capacity to respond in professional training needs of content in social security in the country and the region.
    At the conference, the participants of the training program, also involved in discussions, exchanging of experiences in order to use that valuable experiences in practical work at the office/unit, contributing to the development of welfare systems every nation and the area.
    It is known that since 2007, GIZ has developed training programs on the topic of social security for professionals, young leaders in some Southeast Asian countries. The program has contributed to capacity building for staff, assist in policy planning and setting up, thus ensuring social security & promoting sustainable development of the countries.
