Deputy Minister Le Quan: Towards separating training and examination for issuing certification to create the high quality human resource


To promote the application of Information technology in the field of assessment and issuing National Skills Certification in Vietnam, on November 6th, 2019, in Hanoi, Directorate of Vocational Education (MOLISA) and Human Resource Development (HRD) Agency of Republic of Korea (ROK) signed the MOU on building the System of management, assessment, issuing the National Skills Certification in Vietnam. Deputy Minister Le Quan attended and had a speech at the Ceremony. Attending the Ceremony were Mr. Nguyen Hong Minh, Director General of the Directorate of Vocational Education; Mr. Mu Jang Byun, Vice Chairman of HRD of ROK and representatives from relating units under MOLISA and HRD Agency of ROK.

To improve the capacity and standardize the human resource, besides renewing and improving the vocational education quality, in 2000, MOLISA issued the National Skills Quality Frame and established the assessment system of national skills certification. So far, MOLISA has issued the Operation License for 41 accreditation organization in all key economic regions; organizing assessment, issuing national skill certification for nearly 55,000 labourers. Currently, the system has been invested for development and widened the scale in order to meet the demand of labourers and businesses.

In the speech at the signing ceremony, Deputy Minister Le Quan said that: the signing of the MOU had an important meaning in the effort on improving the assessment and issuing the national skills certification, towards separating training and organizing examination and issuing certification to build the human resource with capacity and skills. The Certification will be recognized by the domestic and international businesses. In that process, application information technologies as well as international experience play an important role.
According to Deputy Minister Le Quan, currently, Vietnam Government is submitting to National Assembly the Labour Code (amendment), in which, there are the Clauses stipulating the using of trained labourers, benefit of labourers, employers and the responsibilities of the enterprises, labourers, the Government relating to the issues of training and re-training the human resource.
Moreover, MOLISA is debuting website in the forthcoming time. According to the Deputy Minister Le Quan, the website will allow people to access and check the information on certification of the system of vocational education from the elementary certification, intermediate certification and college level for the transparent labour market. The signing ceremony between Directorate of Vocational Education and HRD Agency of ROK will connect with website digital certification to connect the labour supply-demand better among labourers and enterprises.
The results of the cooperation program will create a boost for the development of national vocational skills evaluation and certification system as well as vocational education in Vietnam; create new breakthroughs in developing and improving skills of Vietnamese workers in the new period, and at the same time create a solid foudation in standardizing labour quality in Vietnam.
This MOU is a reliable basis for the two sides to continue to work together to develop a specific action plan to establish a information management system, assessment and certification of national skills in Vietnam. The system will help strengthen the management and statistics of the actual quality of human resources, assess and forecast skills on the basis of which to formulate and develop policies for training and developing human resources.
