Pursuant to the Decree No. 14/2017/ND-CP of the Government, dated 17 February 2017, on stipulating the Roles, Responsibilities, Duties, Authorities and Organization Structure of the Ministry of Labour - Invalids and Social Affairs;
Upon the proposal of the General Director of the Department of Personnel & Organization
Article 1. Position, Function
The Labour & Social Affairs Information Centre is a functional unit under the Ministry of Labour - Invalids and Social Affairs, has the roles of specialized unit for Information technology; carrying out information activities, applying informatics & communication technology to assist the State management in the field of labour, the national devotees, and the social affairs; providing services relating to information and application of information technology in line with laws.
The Centre of Information has its own seal, account and performs as an independent legal entity in line with laws; official name in English is the Labour & Social Affairs Information Centre, in short is LASIC.
Article 2. Duties, authorities
1. Submitting to the Ministry for approval and implementation of annual and long-term plans on information system development, application of informatics technology in the fields of labour, the national devotees, and the social affairs.
2. On information activities
a) Submitting to the Minister for approval and issuance of regulations of information activities to serve the Ministry’s state management;
b) Coordinating and cooperating with the Ministry’s related units in carrying out research works, drafting, compiling and submitting to the Ministry an organization plan of a harmonized information system in the Sector.
c) Being the coordinator for collection, analyzing, storage and provision of information to serve the Ministry and the Sector.
d) Set up of data base of the labour, national devotees and social affairs sector, serving the state management execution of the ministry and the sector; co-operating with related units of the Ministry in management of the data base.
e) Planning and executing external information activities as regulated and assigned by the Ministry.
f) Publication of information documents as assigned by regulation.
3. On application of informatics technology
a) Submitting to the Minister for issuance, amendment of regulations on application of informatics technology in the Ministry and the sector.
b) Carrying out the function of specialized unit for IT as assigned by the Ministry.
c) Planning and implementing various scenarios of safe operation & network security system of the Ministry and sector; co-operating with related units of the Ministry in implementing safe operation and network security as required, providing service of IT network administration to the Ministry to ensure smooth, safe, stable and sustainable operation of the IT system; providing assistance to IT application of the Ministry and sector.
d) Set up, manage and ensure durable and stable operation of the Portal, the eMolisa, mail system (@molisa.gov.vn) of the Ministry; permanent editorial board of Portal of the Ministry; co-operating with related units of the Ministry in operation and management of the unit websites.
e) Coordinating the IT application in the Ministry’s activities of administrative reform and modernization, connect the e-administrative information network of the with the Government’s Portal; advise the technology measures in deploying e-Government, online public services in the responsibilities of the Ministry.
f) Being the coordinator for evaluation and plenary design, cooperating with the Department of Finance & Planning in assessment of IT application software, IT systems or elements of IT systems managed by the Ministry; receiving, managing and operating any IT systems handed over to the Ministry through IT projects sponsored by either the Government or organizations.
4) On statistics activities
a) Conducting surveys, preparing reports and analysis on statistics and data of labour, national devotees and social affairs as assigned by the Ministry.
b) Co-operating with related units of the Ministry in conducting data survey activities, ensuring update archives and data base of the field of labour, national devotees and social affairs.
5) Conducting service activities in line with the unit’s responsible specialized areas, capacity and laws.
6). Conducting international cooperation activities as defined by the State and the Ministry.
7) Carrying out data compilation and making periodical and incidental reports on the responsible area.
8. Conducting research works within responsible area; participating in training activities on information, application of informatics technology & communication to the Ministry’s and sector’s staff.
9. Managing staff, physical resources and finance as specified by laws and the Ministry.
10. Performing any tasks requested by the Minister.
Article 3. Organization of the Centre of Information.
1. The Centre of Information has one Director and a number of Deputy Directors.
2. Functional divisions include:
a) Division of Labour, Social Affairs Information and Statistic;
Article 4. The Centre Director’s duties include setting up and execution of the working & working relation regulations of the Center; specifying roles and duties of the functional divisions; managing and specifying officials, civil servants, labourers of the Center in accordance with the authorities and implementing other tasks as the assigned by the Minister.
Article 5. This decision comes into force from the date of signing and supersedes the Ministry’s Decision No. 1386/QD-LDTBXH dated 19 September 2013 of the Minister of Labour – Invalids and Social Affairs on stipulating functions, duties, authorities and organization structure of Information Center.
Article 6. The Chief of the Ministry Office, The Director General of the Department of Personnel & Organization, the Director General of the Department of Planning - Finance, the Director of the Centre of Information and the heads of the related units bear full responsibility for implementation of this Decision.
